BRIEF REQUIREMENTS OF MBB UNIVERSITY
Maharaja Bir Bikram Kishore Manikya was a visionary king. At the age of 30 in the year 1937 he had a dream for an institution which would be not only a college, but an “Abode of Learning”. His dream of an “Abode of Learning” started by the process of acquiring 234 acres of land in 1937 consisting of hillocks, lakes and plain fields in this College tilla, where we assemble today and Maharaja called the whole scheme as Vidyapattan.
Maharaja’s plan of Vidyapattan was not only to have a college, but also a technical school, a school of physical, culture, painting, music & other schools, hospital, hostels, theatre hall and also to have one Rural University in the campus. Maharaja Bir Bikram College is the first college in the princely state of Tripura. It started its maiden journey on September 29, 1947 and it took about 68 years to turn it into a reality to establish the Maharaja Bir Bikram University in 2015. The present area of this Vidyapattan consisting of MBB University and three affiliated colleges namely Maharaja Bir Bikram College, Bir Bikram Memorial College and Tripura Government Law College is about 72 acres of land.
Maharaja Bir Bikram University was established in 2015 under the Maharaja Bir Bikram University Act, 2015 (Act No. 6 of 2015) passed by Tripura Legislative Assembly. It is a State University with 19.1898 acres of land situated at present in the heart of Agartala. It is empowered to award degrees as recognized and specified by the UGC under section 22 of the UGC Act, 1956. It has started its maiden journey on November 01, 2015. The University has accorded 12-B Status of UGC and Membership of Association of Indian Universities (AIU).
MAHARAJA BIR BIKRAM (MBB) UNIVERSITY is trying its best to diversify the platform of learning with a vision to disseminate an advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit and by the example of its corporate life, and in particular, to make special provisions for studies in tribal life and culture and for integrated courses of Humanities, Commerce and Science in the educational programmes of the University and take appropriate measures for promoting inter-disciplinary studies and research in the University. It may be relevant to mention here that in compliance with the adoption of NEP 2020 by the Government of Tripura, MBB University adopted NEP 2020 in the University and in its affiliated Colleges. The University implemented NEP 2020 in UG level from the academic session 2023-2024.
Academics:
The University has started five Post Graduate departments: Mathematics, English, Political Science and Library & Information Science (Bachelor and PG Degree Course) with intake capacity of fifty (50) students in each Department; History in Self Finance mode with intake capacity of eighty (80) students.
Three Colleges namely Maharaja Bir Bikram College, Bir Bikram Memorial College and Tripura Government Law College are affiliated to the MBB University w.e.f. the Academic Session 2017-2018. The Ph.D. course was introduced in the University from the Academic Session 2020-2021. Besides, Master of Library & Information Science with 30 intake capacity also introduced in the MBB University from the Academic Session 2020-2021.
The MBB UNIVERSITY has introduced 5 years Integrated Master Degree (IMD) in Chemistry and Commerce with 60 intake capacity each from the Academic Session 2020-2021 with Exit option after completion of 3 years with Graduation Degree.
Considering the rapid changing employability perspectives in the state of Tripura, outside the state and in global ecosystem, the MBB UNIVERSITY introduced Diploma Courses in Goods & Services Tax (GST) with 60 intake capacity in self-finance mode from the Academic Session 2020-2021 and Post Graduate Diploma in Library Automation and Networking with 30 intake capacity from the session 2021-22.
MBB University is also planning to open the Post Graduate courses in Bengali, Physics, and Chemistry to cater the demand of the students of the state. MBB University is also planning to open other Departments of Indian Languages like Hindi, Sanskrit and local language like Kokborok and to set up a Centre of Languages to facilitate students to learn various languages and to promote multilingual 3 language formula in the state of Tripura. The University intends to open these new Departments subject to approval accorded from the Government of Tripura for creation of minimum teaching posts (viz. 1 no. Professor, 2 nos. Associate Professors and 4 nos. Assistant Professors each as per UGC Regulations, 2018) to run such Departments.
Present Status and Future Plan of MBB University
Manpower:
At present, the MBB University is functioning with 8(eight) teachers (2-Associate Professors and 6-Assistant Professors), 3(three) Officers (1-Registrar, 1-Controller of Examinations, 1-Assistant Controller of Examinations) and 10 (ten) Group-C staffs and 20 Group-D staffs. MBB University submitted proposals to the Government of Tripura for revalidation and filling up of 32 nos. of vacant Teaching and Non-Teaching posts as appended below:
(i) Professor- 4 nos., (ii) Associate Professor- 6 nos., (iii) Assistant Professor- 6 nos., (iv) Librarian- 1 no., (v) Assistant Librarian- 1 no., (vi) Finance Officer – 1 no., (vii) Director, College Development Council- 1 no., (viii) Deputy Registrar- 1 no., (ix) Deputy Controller of Examinations- 1 no., (x) Assistant Registrar- 1 no., (xi) System Analyst- 1 no., (xii) Accounts Officer- 1 no., (xiii) Audit Officer- 1 no., (xiv) Private Secretary (Grade-IV)- 2 nos., (xv) Accountant- 1 no., (xvi) Security Officer- 2 nos., (xvii) Library Assistant- 1 no.
The Govt. of Tripura vide letter No.F.5(428)-DHE/PLG/MBBU/2023 dated 06/03/2023 and with concurrence of Finance Dept., Govt. of Tripura vide U.O.No.1200/FIN (ESTT-III)/2022 dated 16-12-2022 sanctioned 32 nos. of various teaching (18 nos.) and non-teaching (14 nos.) posts for MBB University. But later, the Govt. of Tripura vide letter No.F.5(428)-DHE/PLG/MBBU/2023/2840 dated 06-10-2023 approved for filling up of 14 nos. of teaching posts only out of 32 posts in MBB University with the concurrence of the Finance Dept., Govt. of Tripura vide U.O.No.531/FIN(Estt-III)/2023 dated 20-07-2023.
MBB University also moved another proposal for creation of 53 nos. of Teaching posts for opening & running of 8 departments namely, Department of Bengali, Department of Physics, Department of Chemistry, Department of Hindi, Department of Sanskrit, Department of History (being run by guest teachers at present), Department of Commerce and Department of Law as appended below which are yet to be created:

All-round Approach:
The University has started outreach programme as a part of extracurricular programmes through setting up of clubs like Quiz Club, Debate Club, Music & Drama Club, Movie & Photography Club, Innovation Club, and Adventure Club and it will fulfil the need of 64 arts or kalas under NEP 2020. The following are the approach to make education inclusive and multidisciplinary.
The MBB UNIVERSITY allowed its Post-Graduate programmes in mother language also as per NEP 2020.
The University is going to start Progress Report Feedback System through self-assessment, Peer assessment and Teachers’ Assessment and follow up action will be taken accordingly by appropriate body.
The MBB UNIVERSITY will provide supplementary enrichment materials and guidance to Gifted Students. Smart Classroom will be developed shortly in the University from this session for using digital pedagogy.
MBB University started continuous evaluation system in Post Graduate and Integrated Master Degree Courses with two internal assessments in one semester end exam.
The affiliated Colleges of MBB UNIVERSITY will be encouraged to explore internal resources, introduce vocational courses and imbibe work culture among the faculties so that Colleges can be upgraded to the stage of Autonomous Degree Colleges.
The MBB University already adopted a village under Dighalia Gram Panchayat under Bamutia RD Block, West Tripura, where remedial coaching classes are conducted on Sunday for poor students in Math and English.
For proper implementation of the NEP 2020, MBB University is proposing for clustering of universities/ institutions of the state of Tripura. At the first step, the MBB University may be clustered with Tripura University and NIT Agartala to promote multi-disciplinary education and research at UG, PG and research level.
MBB University executed Memorandum of Understanding (MoU) with renowned National level institutions like: Nava Nalanda Mahavihara, Nalanda, Bihar, Research for Resurgence Foundation, Nagpur, Maharashtra and University of Science & Technology, Meghalaya for various academic collaboration, exchange programmes, enhancement research & development activities etc.

MBB University submitted Detailed Project Report (DPR) on June 29, 2024 to the Ministry of Education, Govt. of India through the Directorate of Higher Education, Govt. of Tripura for ‘Grants to strengthen Universities’ under Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) Project.
Challenges:
